Ofcom Requirements

Every mobile device requires rigorous testing and certification before it can freely go to the market and be safely sold to customers. Laws and certification requirements differ depending on the country. The major communications regulator in the United Kingdom is the Office of Communications (Ofcom). Ofcom regulates the broadcasting, telecommunications and postal industries of the country.

The purpose of the Ofcom is represent the interests of the UK consumers and protect them from negative effect of mobile equipment and harmful materials. Some of the principal duties of the Ofcom are licensing, research, codes and policies, complaints, competition and protecting the radio spectrum from abuse (e.g. pirate radio stations).

And what about the usage of signal boosters in the UK? Under the Wireless Telegraphy Act 2006 (WT Act 2006) any radio transmitting device must be licensed. And the use of unapproved radio equipment is illegal, which guarantees safety of users.

Mobile repeaters, that are also known as cell phone signal boosters, amplifiers or enhancers, are meant to boost phone signals coming from or to the providers’ base stations. The result of their functioning is improved mobile receptions for calls or mobile Internet.

According to the Ofcom classification, mobile repeaters are radio equipment the usage of which is also regulated by the Wireless Telegraphy Act 2006. So the usage of any radio equipment, including a mobile repeater, shall correspond to specific wireless telegraphy license granted by Ofcom; or the device and its installation and usage shall comply with regulations made by Ofcom exempting it from the requirement for a license. Otherwise, Ofcom has the right to implement penalty up to five thousand pounds or even imprisonment if the guilt is proven. Besides, since October last year, Ofcom permitted the usage of two types of mobile repeaters without prior receiving of a license. And these categories include firstly, static mobile phone repeaters for indoor use, and secondly, low gain mobile phone repeaters for in-vehicle use. Ofcom has recently crated the regulations that allow the usage of the above-mentioned devices on condition that they meet the required technical standards and conditions of the usage listed in the regulations.

Another aspect is the usage of smart repeaters. This type of mobile repeaters is regulated by the mobile network without a physical connection via the transmission spectrum. Certain mobile carriers suggest their consumers services using these smart repeaters for improving in-building phone coverage and mobile data rates.
